За такой закон голосовали депутаты перед Новогодними каникулами и проголосовали практически единогласно, так что решение бесповоротное и будет воплощено в жизнь уже в Новом году. Такое необычное решение предложил президент России Дмитрий Медведев, когда выступал с посланием Федеральному собранию. Конечно же собрание положительно восприняло слова уважаемого президента и закон был вынесен на голосования.
