Сергей Миронов, возглавляющий Совет Федерации, полагает, что председателем правительства столицы и мэром Москвы должны быть люди разные. Сейчас, в соответствии с законодательством, мэр Москвы руководит также и городским правительством.
Миронов, не сомневаясь, что Московская городская дума одобрит, внесённую президентом России, кандидатуру С. Собянина на пост мэра Москвы, всё же предлагает столичному парламенту рассмотреть и другой вопрос: об учреждении должности главы московского правительства. Руководитель Совета Федерации называет и конкретного претендента на этот пост – Валерия Шанцева.
Как известно, В. Шанцев, вместе с В. Собяниным, И. Левитиным и Л. Швецовой, был в списке кандидатов «Единой России», представленном президенту для внесения кандидатуры на пост московского градоначальника. Выбор Д. Медведевым был сделан. Глава Совета Федерации этот выбор поддержал, заявив, что знает Сергея Семёновича Собянина как работоспособного человека, обладающего способностью «слышать и слушать».
Нижегородский же губернатор, предлагаемый Мироновым на пост главы московского правительства, В. Шанцев – не новичок в политике и не новичок в Москве. Когда-то он был вице-мэром столицы и досконально знает её проблемы, а, значит – с ролью председателя правительства Москвы, без сомнения, справится успешно
